El discurso se retransmite por radio y televisión y es preparado por el gobierno, ya que en él se indican las directrices del programa de gobierno para el curso que comienza, así como la nueva legislación que se introducirá ese año. Para seguir con la tradición, en este discurso el monarca sigue refiriéndose al gobierno como my government.
